You might see some shooting stars by 10pm, but best time will be after midnight (really, around 2:00a to 5:00a.) We might get 50 to 100 shooting stars an hour! See weather.com.
Bonus: This year we get a new moon during the meteor showers, so moonlight won't distract you.
Where to look? Towards the Northeast.
Pro tip: Get away from city lights if you can. You shouldn't need a telescope or binoculars and they might actually restrict your field of view. See space.com.
